Beijing, February 26 (Reporter Huang Qingchang) The first plenary meeting of the 8th Meeting of the Standing Committee of the 14th National People's Congress was held this morning at the Great Hall of the People in Beijing. Zhao Leji, the chairman, presided over the meeting.
166 members of the Standing Committee attended the meeting, meeting the legal quorum.
The meeting listened to Luo Yuan, vice chairman of the National People's Congress Constitution and Law Committee, report on the examination results of the draft amendment to the Law on Keeping State Secrets. The second draft of the bill improves the principles for determining the scope of confidential matters, further standardizes the authority to classify documents, refines the protection of the legitimate rights and interests of personnel handling classified information, and improves measures for managing personnel handling classified information when leaving their posts or positions.
An important task of this Standing Committee meeting is to prepare for the convening of the second session of the 14th National People's Congress. The meeting deliberated on the draft work report of the Standing Committee of the National People's Congress, and deliberated on the proposals of the presidium regarding the agenda draft, chairman and secretariat list, and list of attendees of the second session of the 14th National People's Congress.
The meeting listened to Yang Xiao Chao, chairman of the National People's Congress Credentials Examination Committee, report on the qualifications of individual deputies.
The meeting also reviewed relevant appointment and removal proposals.
Li Hongzhong, Wang Dongming, Xiao Jie, Zheng Jianbang, Ding Zhongli, Hao Mingjin, Cai Dafeng, He Wei, Wu Weihua, Tie Ning, Peng Qinghua, Zhang Qingwei, Losang Jiangcun, and Xiekelati Zakir, vice chairmen of the Standing Committee of the National People's Congress, and Secretary-General Liu Qi attended the meeting.
State Councilor Wang Xiaohong, President of the Supreme People's Court Zhang Jun, Prosecutor-General of the Supreme People's Procuratorate Ying Yong, officials in charge of the National Supervisory Commission, members of the various specialized committees of the National People's Congress, officials in charge of the Standing Committees of the people's congresses of various provinces, autonomous regions, and municipalities, and major officials in charge of the Standing Committees of the people's congresses of some vice-provincial level cities and officials in charge of relevant departments attended the meeting as observers.
